Annexure-III

A Brief Sketch about Mrs. Gool R. Plumber, General Secretary, APAWMR, Hyderabad

Mrs. Plumber was born in Bombay on 17th May 1933. All her education was done in Bombay. She did Bachelor of Arts (B.A.) in Sociology from St. Xavier’s College in 1954 and followed it up with a 2 year- Post-graduate Diploma in Family & Child Welfare from the Tata Institute of Social Sciences (TISS) in 1956. During her final year at TISS she opted for block placement in Sewri School, a Special School for the Mentally Retarded. In 1957, she completed a one-year Diploma in Special Education from this school. At the time, it was the only place in India that offered such training. In December 1959 Mrs. Plumber went on the Meherbai Tata Scholarship to U.S.A. and obtained a Master’s Degree in Special Education (in Integrated Education for Mentally Retarded) from the San Francisco State University in June 1961.

Mrs. Plumber’s experience has been varied. She began her professional life in 1956 after passing out from TISS. She was put in change of developing a Pre-school at Sewri school, known as the School for Children in need of Special Care, where she worked part-time during the period 1956 – 1958. Simultaneously, she developed a Special Class for the Mentally Retarded under the aegis of the Maharastra State Women’s Council in 1956 where she worked till 1959. On return from the States, she worked there again from September 1961 to March 1965.

In June 1965, she went to Ahmedabad to take charge of a Special School for the Mentally Retarded, called Sharada, run by the B.M. Institute. This school developed well and its programme became a pioneering programme in Gujarat, offering comprehensive training in services covering diagnostic, clinical, educational, pre-vocational & vocational areas and teacher training. She worked as a co-ordinator upto November 1974 and helped established a Parent’s Association, which is still active and conducts a good vocational programme for the Adult Retarded.

On her marriage in January 1975, Mrs. Plumber came to Hyderabad and initiated a Parent Counseling Programme on her own, which she conducted along with Early Intervention in her home till 1984. It was in late 1975 that she got together a group of Parents and Professionals to establish the APAWMR, which came to be registered in April 1976. It has completed 29 years of its existence and she has been its Honorary General Secretary from its inception.

In 1978, the BHEL management approached Mrs. Plumber to develop a Special school for the Mentally Retarded. She suggested having an Integrated Programme in one of the regular schools in the Township. St. Ann’s High School in BHEL Township came forward and an Integrated Programme with normal children has been functioning there since then. Here she worked as a Consultant till 1986. In the same year, she was asked to develop a similar integrated programe in BHPV Township in Visakhapatnam. This was established in their regular Telugu school and it is still functioning. She worked as a Consultant for this institution on a monthly basis till 1988.

In June 1987, the APAWMR pioneered an Early Intervention Programme for Infants at-risk of Developmental Delays in the Niloufer Children’s Hospital, Hyderabad where both Dr. Usha S. Naik and Mrs. Plumber have worked together as Co-directors in an honorary capacity till date. This programme has expanded from a home-based Early Intervention programme to include centre-based Early Intervention in another 4 local hospitals, one health centre and one Government-run Home for young orphaned babies. The programme has also initiated a Community Awareness Programme in antenatal and post-natal care in these hospitals and the health centre. Our current endeavour is to develop a full fledged Child Development Centre offering comprehensive services which will include, besides our on-going Intervention, a Toy Library, an Integrated Pre-school, a Rehabilitation Unit, a Training Programme for workers in Early Intervention and a professional Library.

Mrs. Plumber is also a visiting Lecturer at P.E.W.C’s Programme for Pre-school teachers from 1978 to date. She also worked as a part-time Consultant for the well-known NGO Sweekar’s Early Intervention Programme from October 1996 to 2001.

APAWMR has also played a pioneering role in establishing a Special Olympics Programme for the Mentally Retarded of its member Special schools in the state of Andhra Pradesh in 1986. Mrs. Plumber was the Area Director of the Special Olympics Programme from 1989 to 2003.

Apart from the above, she is a Founder Member of many voluntary Associations and continues to be so to date. As a trained Professional, she has written several articles and contributed a Book in her field of work.
